Since the days of the Federalist Papers, the United States Nation has vacillated on the question of federalism. Meaning the division of powers between state, federal, and local governments.

Many have debated having centralized policies — that guarantee equal rights — across all 50 states. Others believe that these policies should be governed by local and state governments. This thought process has left poor and disenfranchised communities unprotected.
